British expatriate Paul Duguid (Colm Feore, 24), a legitimate arms dealer accredited by many governments, also sells illegal weapons to street thugs. Known as Mr. Teflon for his ability to elude arrest, Paul comes under increased police scrutiny when his son Bobby (Gregory Smith, Everwood) shows up at a street level gun dealer's house which is under surveillance. When Bobby becomes implicated in the murder of the father of a prominent U.S. Senator, and his girlfriend Frances (Elisha Cuthbert, 24) volunteers to smuggle guns across the border, things become decidedly more complicated.
